I do believe that sometimes people take clever short-cuts here in order to quickly boost their reputations, which is one factor contributing to the meaninglessness of Code Project reputations in general, and the sad fact that CodeProject QA is often of very low quality.
I took care in my post to not accuse anyone of anything, but to raise a concern for evaluation by my peers, which is what this forum is for.
I suggest you do something to calm your nerves: perhaps a walk in the park, or deep-breathing.

I usually have a look too in such cases, but this one seems to be legitime. It looks like he just got the unsanswered list with a filter for SQL and got through the list.
I haven't checked all the answers but I did check the fist page of results. His was the only or the very first answer in each question. And he was not specially giving bad answers. No Copy+paste pattern noticed or things like that.
I would give him the benefit of the doubt
