Use 2 TabControls; both the same size; one with Tabs aligned across top; the other with Tabs across the bottom.
At design time, try placing one over the other. The designer may balk, so you will have to align them in the form's constructor; e.g.
this.tabControl2.Top = this.tabControl1.Top + 20;
this.tabControl2.Left = this.tabControl1.Left;
Note the Tops are offset by the height of the Tabs.
In the Selected event of EACH TabControl, "send" the other Tabcontrol "to the back"; e.g.

On computers with a single hard-drive, drive D: (if it exists) is typically the DVD drive. If there is no DVD in the drive, then you won't be able to read the drive's information, and you'll get a "device not ready" error. You need to check the IsReady property before trying to access the other properties:

Yes, collect the coordinate values from your up/down control and then redraw the rectangle with the new values. You probably need to override the OnPaint method in order to do it properly.
