Also, the lawyers are more important than OS development and their own developers.
Why?
Because a few years ago it was reported that Microsoft makes $8 per Android device made -- for patent license fees. Think about that. They make $8 for doing nothing.

And, it was reported that MS made more money on the patent license fees than it made on its OS.

Android is the most prolifically sold device now and Microsoft pulls in $8 from every one sold.
