More important then the score is the article rating. Unlike reputation, this is a direct measure which suggests the reader how much the article could be trusted and how much it deserves, say, referencing or more detailed study. I hardly can understand why this important measure should suffer from hatred or flame attacks based in "religious" kind of thinking. After all, this is about misleading the readers.
Besides, I would suggest that the posts, especially the answers, would be only allowed to be updated only by some members with really top reputation. My signature in answers was massively mangled to look offensive.
All opinions is a matter of controversies, but why a person who has been discussed at out abuse watch forum and ruled by community votes as an apparent offender should affect anything on the site?

My 2 cents (or less): Because it may be a single bad action. By example, if I snap off here and insult you I would probably be reported and banned. That doesn't mean that I'm a total douche every moment or that I cannot express a technical opinion on something.
Of course many abusers are actually ID-10T models and should have way less rights on a decent board than the average member, still it is better to judge case by case rather than deleting all traces of activity by a member.

I opened up CP in IE 11 and the menu looks really weird on IE 11 with a blank grey line where the "Get a Daily Message Summary" row is. Menu itself has grey blocks in it. Ugly as sin!

I stopped using IE 11 a few months ago as an update seems to have trashed all my links, not worth reinstalling , there are better browsers available.

My answer was accepted by author but some time after it was downvoted by an anonymous.
Did I break a rule or someone is downvoting just for pleasure ?
I already said that anonymous downvoting is harmful.

Yes, but it happens, and we just have to live with it. Seriously, downvoting does you absolutely no harm, and there is no way to stop it happening. This subject has been discussed at length in this forum and it is not going to change.

I don't see a question here. Your answer was downvoted. Before assuming maliciousness think that it may have been a considered judgement. Everything is possible. What policy could there be? Very poor answers can be accepted sometimes against very good answers. It is all part of the mix.

I think I just understood the underlying principle:
I suspect downvoting a solution is used to promote another (or own) solution. May be only upvoting should be allowed for solutions.

That would lead to a situation where the "best" answers are those posted by members who have the most mates / sock-puppets, and the correct answers are drowned out by the rubbish.
People are entitled to express their opinion of your solutions. That opinion will not always be positive. If you can't cope with that, the only winning move is not to play.

Just the same as today, but today they can also downvote other answers.
Today, answering a quick question, which is done on voluntary, is a risky business which can have a negative result on your reputation.

The URL in a quoted string in the pre tagged code is being reformatted into an active HTML a tag. It is not being done correctly. (I don't think it needs to at all. I can make links explicitly. At least in pre.)
I had to make a hacky code change to keep it from being messed up... 
It doesn't attempt any reformatting inside of code tags.
