The only other batman adversary that I can think of* that is 7 letters is Penguin, although I don't know why that would fit the clue either.

You are taking the clue too literally, in this case the Province was Batman (this province was mentioned in the Lounge yesterday) so the clue was "An enemy of Batman".
However I didn't want to make it too simple so the enemy of Batman was a clue to a clue to the answer.
Hint: The enemy I was thinking of was the Mad Hatter.
