Yes, Community Edition are feature-rich compared to Express Edition. It's free (You just need to activate using your email.)with few terms: for example, free for individual developer, small organization (revenue less than 1 million USD) etc. Free Dev Tools - Visual Studio Community 2015[^]
I have been using VS2013 community edition and its good compared to previous express editions and working out great.

Yes. I have been using the 2015 Community Edition for a while now, and can recommend it. It is the full McCoy, not limited like the Express versions were. It takes longer to load a project than my 2012 Pro version, but not to the extent that it bothers me. My advice: Go for it, but as suggested above: Backup projects in case you want to go back to 2005.
I do not know why it's free, but I appreciate the fact that Microsoft is not charging for it.

The tl;dr version:
Community edition is virtually the same as Professional edition minus support for TFS and limited to five users per company

The restrictions on who can use Community make that mostly a non-concern. Meanwhile it lets startups, indie developers, and those of us who want to fiddle with MS tools at home have access to most of their goodies even though VS remains prohibitively expensive (especially if you're just working on a codeplexgithub resume).
Now if someone could just convince Jetbrains to offer Re#er community edition. I never realized how much I used their refactoring options until I didn't have them.

I got mine to connect to my online TFS account at home, can't remember if I had to do anything special for it or not but don't think so.
Or is it only no support for offline TFS?

I got it back when I first went online with AOL, and 'Vark' by itself was already taken. AOL suggested Vark_18 or something equally uninspiring, and I tried the 111. Stuck ever since.
I keep it today due to laziness.
Just to be certain: I'm not a 'vark driver, just a fan.

CE doesn't have all the features of the purchased versions, but more than Express used to have. Most notably, it supports plugins! Somewhere on the MS site there's a full feature comparison list showing the extras that the purchased versions offer, but at least the Pro version isn't so much different, really.

Strange, it says I'm from Portsmouth.
Nearly, center of the red bit is more Southampton and Isle of White.
Or possibly Devon.
My family name is from a village of the same name in Nottinghamshire, which is where all my family with that surname comes from for many generations.
I did know there was a significant cluster in Devon, but didn't know about the Solent link.
