FIPS is probably turned on by Group Policy. The "temporary" turn off can either be a policy applied to your machine or a reg hack to disable it. The problem with the later is that the policy refresh cycle will turn it back on without warning.

The policy is only ever checked when a process, like a compiler instance!, is launched. During a solution build it's entirely possible to have the first few projects compile fine then start bombing on the rest of the projects if FIPS is turned back on during the build. That was a fun one to find!
