The problem with this is that they continue to reject a custom software solution, spending MILLIONS of dollars trying to find a generic "off-the-shelf" system to perform a specific task.
Instead of hiring a number of teams of competent programmers, and going through the SDLC process to design/deliver exactly what is needed, they'd rather spending millions of dollars searching, followed by hundreds of thousands of dollars purchasing "seats", and "support".
Of course, they're over-the-top security bullsh|t does as much as possible to hinder the software development process. But that's none of my business...
