I feel that their unfamiliarity with the technology that they ask about hinders them from knowing how to ask the right question. Sometimes, you have to coax it out of them.

Yes - but the rules say "as close to 09:00 UTC as possible" so that everyone who is interested gets the same amount of time, in theory. He is apparently still alive (and ranting on Farcebook) but he departed these shores in an attempt to distance himself from his views and actions when he stood for election to a safe Tory seat about two years ago. It was not successful - he posted a rant about gypsies on Farcebook and managed a massive swing to Labour when the rest of the country swung to the Tories... Oops.
