It should also work in a WebForms project, so long as you're using as Web Application project and not a Web Site project.

The files are transformed when you deploy the project using Visual Studio's Web Deployment[^] tool. If you don't use that tool, then the files won't be transformed.

You're not limited to "debug" and "release" - you can create transform files for any custom build configurations.
