Would be good to know the complete error message.

A quick search in ImageMagick/constitute.c at master · ImageMagick/ImageMagick · GitHub[^] shows that the ReadImage function reports delegate errors with "NoEncodeDelegateForThisImageFormat".

Searching this in the net gives the answer:
You have to install delegates for the image formats to be used.
