Just like title said, when we import technical blog post to CodeProject, there is a chance that the original source will get penalized as duplicate content on search engine. There is a way to fix that by adding rel=canonical.

I see that this topic has been suggested here: Bugs and Suggestions[^]
It was decided to use `syndication-source` meta tag, but honestly I can't find any reliable source that Google still look into this tag.

My suggestion is to put rel=canonical in the `<head>` like this:

<link rel="canonical" href="http://example.com/original-post/" />

In case you need some convincing references, here are some publishers who do it:

We already use the syndication-source meta tag for blogs for exactly this reason.

I understand that you already use syndication-source meta for this, but it's deprecated since 2012. Here is the official announcement: Regarding duplicate content and <syndication-source>[^]

I think when the content is the same, you need to pay attention to canonical tag

Why is it that I have to do several refreshes to get anything to come up on the reputation history page?

This problem is not specific to any browser, nor even OS. I'm currently on a Linux laptop, running firefox, and it does it. It also does it on Windows in IE11, Edge, FireFox, Chrome, and Opera.

It's been this way for years.
