I believe Xamarin may be the correct route, but I am open to suggestions.

Have used Adobe Cordova (framework formerly known as Apache Phonegap) to target iOS/Android in the past. There is functionality to access various parts of the hardware/OS (camera, photos, contacts, etc) if required. I think it's best suited for games as there is no platform specific UI. It uses javascript, which some people consider to be a good thing.
