I'm Using visual studio 2013 asp .net webforms with visual basic

I need to put a scrolling news bar at bottom of page with name of articles and when I click the text it navigates me to the atricle page

please instruct me how to do that

but in xhtml5 as I use in asp .net 4.5 is obsolete and can't be used
