How to enable a user to access vpn in active directory

More than likely you'll be assigning a user to a group (have a look at the System.DirectoryServices namespace, I personally like S.DS.Protocols) and then an appliance, normally a firewall or router, will check that group for permission using Kerberos, RADIUS, whatever. AD doesn't actually control VPN access, just serves as an authentication source.
