Can we install performance point services on Windows 7 with Developer version of SharePoint Foundation 2010?

In a farm of servers I wanted to have trust between servers, but I am unable to get the certificate from the Powershell. With these scripts. Can we export the certificates without using power shell using the Central Administration.

I am unable to activate the wsp developed in one system in the same domain in another systems which is the SP 2010 sever in the same domain. with the Farm Account or the SP Admin Account, Is there something else I need to set?
