How to generate grid logic using normal java code?

I want to generate a Crossword grid logic with out using frameworks(in java).If it possible please post the algorithm used to generate crossword or a relative logic to generate crossword.

What I have tried:

I am trying to generate crossword grid with out using frameworks but it i am not getting the accurate logic for that so please help me to find out the logic.
