I was wondering if it is possible to Control the rpms and actuator arm within an IDE Hdd using VB? If so are there resources or documentation out there that someone can point out?

Nope. You have no direct method of getting at the components themselves. The best you can do is tell the drive where to seek.

well I know it can be done with parallel ports but there is no way with the IDE? or am I just using the wrong language?

There is no way to connect a stepper motor to the IDE interface and drive it directly.  It's not like the parallel port at all.  IDE is a command/data interface to the second half of a hard drive controller.

I haven't heard of a single attempt at what you're proposing.

Seriously, if you want to drive multiple motors, look into hardware dedicated to the task.  I suggest Phidgets.com as a place to start.
