How do you make the reports template available in VS express for web?

I'm running VS Express for Web 2015 on Windows 10. I downloaded and installed Crystal Reports from install file CRforVS_13_0_18.exe. Then following a Crystal Reports basic how-to video online, I created a web application and database. But when it came time to add a Crystal Report to the project, I found there is no Reports template, which is supposed to contain the Crystal Reports icon.

Is there a way to get Crystal Report to show up in the available templates?

What I have tried:

I tried installing crystal reports file CRforVS_13_0_18.exe before creating a new web application, but the Reports template still does not appear. Thus, the Crystal Report object is not available to add to the project.
