How to add tabs using MVC 5

i want to write a code for a tab that will redirect me to another page in mvc 5, can i have few steps that will show me everything that i have to do

What I have tried:

i tried to add it by creatin a new folder in the model of the project and than add a controller but i got confused because i have no attributes
