How to call ActionResult (Index) from generic controller in menu navbar?????

there is my generic Controller:

public class DblParametersCommunController<T,G> : BaseController where T : class, new() where G : new()
    {
        protected ICommunService<T> service;

        public DblParametersCommunController(ICommunService<T> service)
        {
            this.service = service;
        }

        public ActionResult Index()
        {
            return View();
        }
}

What I have tried:
