How to develop a windows 10 style volume control pop up ?

I am trying to develop a custom system pop up from tray icon of Windows 10 OS.
I want the same look and feel as when we launch Volume Control popup from system tray of windows 10.

I am new to WPF/Winform UI development. Please suggest the best way to implement this.

What I have tried:

I am able to develop a popup using WPF project. How to place it correctly and on bottom right corner of screen and how to get same look and feel as Windows 10 Volume Control ?
