Why do you want to do this ?
The only reason I can think of is defeating some security feature like antispam, or antihack.

IP addresses are usually assigned via DHCP which has a default retention period (24hrs) in which time you will get the same IP address on subsequent assignment.

On Windows systems you can ipconfig release then ipconfig renew but you may get the same IP.

If you don't have a DHCP server in your network then when assigning an IP manually you must make sure that IP is free or else you will get an IP conflict.

There is no single way to change your IP that works globally: I assume you mean your internet IP address, and that is assigned by your ISP and can only be changed by your ISP.
It is possible that ordering your router to reboot from your application (which would depend on the software in the router) may give you a new IP address when the broadband is reconnected, but even that isn't guaranteed. Some ISP's will "reserve" you the same IP for days even if you have not paid for a Static IP.

If you mean your local network (LAN or WAN) IP address, then you may be able to change it via Control Panel / Settings: How do I change my IP address?[^] but even that would be difficult to automate.

I'd think carefully about exactly why you want to do this - it's not a "normal" thing to do.
