How to convert "xx.xlxs" file to CSV file?

i convert the xlsx file into csv file. xlsx file have japan's,Spanish language ,when i convert this file into csv using UTF-8 encoding format file doesn't show proper csv file. converted csv file will show different text.

What I have tried:

i done this method not work. in my application language will read in wrongly in reading function. i use"Reading and Writing CSV Files in MFC(codeproject) code to read the csv file. but does not work fine me
