Solution 1

You're going to have to do your own research on this because I doubt there's a way to do that without having software running on the phone that is going to act as a streaming server. Your C# app would have to connect to the server you have running on the phone and display the video.

Both iOS and Android do not have any kind of streaming server built into them that I'm aware of.
