Trying to make a program in java to calculate shipping charges

Hi,
I am trying to do programming in java to make a calculator which can calculate the shipping charges according to the address.
Can somebody help me to give any idea, how should i do it ?

What I have tried:

I am trying to do it through BlueJ.

Read the address, check the rules for shipping charges, add the shipping charge.
