Mysql error 2003 (HY000)

I have newly installed MYSQL oon my laptop. Two days back the mysql command was working fine. But today I am getting the following error when trying to execute mysql command line:
ERROR 2003 (HY000): Can't connect to MySQL server on 'localhost' (10061).

My mysqld service is running.

What I have tried:

online documentation and manuals

perhaps, your mysql server is not running.
