"I want to create an application i c# similar to Scratch" - great, carry on.
"Anyone known similar project in c#?" No, but I bet there is one out there somewhere. If not, why not write it?
"i found s4a project, but it's java". Unlucky.

Do you actually have a programming question that we could answer for you?

This forum is for technical questions. If you are looking for sample code then Google is the place to go.

It looks a rather difficult task, not for the unexperienced developer.

The two are not compatible: you say you want to "do" an application but you want us to provide you with the source code.

Development is not a process of "finding something on Google" or giving up: it's the process of designing, implementing, and testing code that you write.

I'd suggest that (as CPallini has said) this is a rather complex task for a beginner - you might be better off finding something more in keeping with your current skill level.
