Is there any dll file for reading or writing to a sector?

Hi everybody,
I'm looking for a dll file to read a special sector not cluster.
For example I want to read offset 0x48 from boot sector in NTFS partition because it hase Serial Number of partition.
How can I do this?

You can't. AFAIK that kind of operation is absolutely not allowed under Vista and above.
