Load .shp and .tiff files in android app

I am working on an android app, that reads shape and raster files, and displays them as layers, just as in ARCGIS or QGIS.
I've been having trouble doing this, and can't find the correct way to do it, so any help will be greatly appreciated.

So what exactly are you having trouble with: reading shape and raster files, or displaying them as layers?
