Capturing an image needs a hardware interaction present on the client. In a web application your code is processed on the server. The only way I know that a web application can access client resources is through ActiveX. But then it will require client permission to do so. That's why you don't see such web applications.
There could be other ways to achieve a particular goal. Why do you want this? What exactly the scenario is? IMO you should re-consider your design.

You can't/shouldn't run client-side desktop software from a web page. It's not just a security risk, it's a bad idea, and why most people with an sense of self-awareness abhor the use of Active-X(crement).
