hello I am new here, I want to ask is there someone who understands the concept of editing a digital image such as bmp jpg png etc. in programming languages​​ .net, starting from the beginning to be the end result?

for the example like this :

-first, you must open file image ...
-second, you must get pixel bla bla bla ....

..

I did not ask the source code but the steps, for the source code i can searching alone.
I am very grateful too if someone could help me find learning materials about image editing
