ORA-12541: TNS:no listener

hi every one
when replace data source in conection strin from localhsot
to My ip

as
Password=tiger;User ID=scott;Data Source=12.12.12/orcl;Persist Security Info=True

i have this error

ORA-12541: TNS:no listener

so and i delete listener and add new but still this problem
so how i can solve this problem

thanks for any help

ps. Data Source=12.12.12 it's not true ip it's for example
