Merge replication applies snapshot again when changed to use a web syn?

Hi,
I have 2 SQL 2008 R2 servers that are configured to use merge replication. Everything worked fine for a couple of days when it was synchronizing through my local network. When i set up the replication to use web synchronization the replication is trying to apply the snapshot again and generates an error.
