I have seen in many websites, that when some dialog boxes pops up, the background context of that webpage behind that dialog box fades or transparency effects. when we click close button of that dialog box, the webpage behind is visible again with full opacity.

How to create that thing, what it is called...?

Start here[^]. This is quite easy to use: follow the example and look up other examples on the web. There are, of course, other ways to do this: take a look at jquery examples as well.

Unfortunately it happens often. In particular, if a question is especially stupid, your chances to get down-voted and even aggressive response are pretty high, especially if you do a hard work to answer. I'm trying to ignore it, but some comments deserve reporting as abuse.
