Footer always at bottom unless website size > Browser Window

Maybe you guys can help me.

If you go to the website, you will notice the footer is always at the bottom, UNLESS you re-size your browser so small that a scroll bar is created.

I have a footer that is width @ 100%, and looks like the one on that website, and i would love to have a similar function.

I have tried a few things, but i just can not get it to work. I am using JQuery, so if you guys think it is easier using that, go ahead.

I bet its small, but i just do not know it.
