Error HTTP 403 forbidden

I have one sharepoint site in which one page gives Error HTTP 403 forbidden and says you are not authorized to view this page, but when I login with system admin, it shows the page. For other accounts, it gives same HTTP 403 error.

thnx SA for ur response..
My que is when admin account access that page, it shows the page and all the successive request of non admin users will be successful. but before admin access the page, it will not be visible to non admin users.
