Need Some Help to Make Employee Performance System.

I am a beginner and i need some help to start my project its like i am not able to start it .If anyone can help me just to give some ideas like what to consider and what not to consider...i googled it but didn't find anything that could help me..I am sure it is the right place to ask for help...and the project is about employee performance system.

My problem is that I simply do not have any idea about the project...i want to make a structure of it which will explain some facts about it.

its like i have to consider their quality and quantity of work and then combine it to calculate their individual performance which will further represent the final Project Track Sheet.

I want to make it for web.There will be 7 department in which employees are divided...there should be a unique login id for for an employee...and i want to make it a role based system.
