At the beginning is usually a good place.
Get a book, or go on a course.
Install VS (the express version is normally fine) and follow the book / course - do the exercises / homework, and you will learn.

As far as books go, just avoid anything with exclamation marks, or "In X days" in the title.

Oh, and don't expect it to be quick - there is a heck of a lot to learn, particularly if C++ is going to be your first language - you might be better off starting with C#.
