Mp3 encoding and decoding

I have the knowledge of the data chunks used in mp3 and wav files .

Now I need to convert the wav file into mp3 format by use of some encoder program.
Can any one help me to understand the encoder coding used for this purpose written in vb.net or java .

I don't have any knowledge regarding this encoder used.
Please help me understand the logic of encoder and decoder along with the appropriate programming logic.
