This appears to be a fractal.
Have a look at basic fractal drawing in C# - Drawing Fractals via WPF[^].

This is not the way that Code Project works. If you want someone to actually write the code for you, you should go to a site like rentacoder, or whatever they are calling themselves now, and pay to have someone write this for yoy.

You see, it's hard to understand what are you not getting here: mathematics, geometry, idea of recursion, implementation of graphics in WPF, the structure and recursion of the particular fractal you refer to, what?
It looks apparent at first glance how that fractal is built. Didn't you get it? Just add UI elements level by level, recursively. The referenced articles should give you clear idea how.
