Hi,
if we make an application of asp.net and deploy it on IIS, can anyone access it over the internet not on LAN?

Accessing the application via the Internet requires your host machine to be visible on the Internet, this can be done by opening a routing path from your router to your host machine IP address.

Consult your ADSL/Broadband router software or see your internet firewall device/software for this or contact your network administrator.

Like I said you need to open a route in your adsl router or firewall.
No. it will access through LAN only.
to deploy application on internet. you need a host domain. there are plenty of domain avaliable to host our site.

Things to keep in mind
- No one is accessing your site on internet if it is not hosted on internet domain.
- You can access it in lan with IPaddress or Machine name
e.g. http://IPAddress/SiteName //IPadderess : ip of server where you have deploy site
