Error 0xc000007b with .net 3.5 installing process

Hi every body
I had finished my setup program in visual studio2008 as c# programming Language
the problem appear when i try to install the program specially when the setup try to install .net 3.5 and the error message appears like this
(The application failed to initialize properly (0xc000007b)click OK to terminate the application)any program -like ATI Radeon graphic- used .net gives the same error
not only this but also the visual studio 2008 cot able to debug or execute my programs under development and give me :
