Use whichever language you are proficient in and which will be able to interact with your service.

You cannot have GUI in a service. Its not possible.
You can launch another application via the service (if your service has all the right privileges).

Solution 2

Windows Services cannot have GUIs.

You will have to create a separate "controller" application which provides the UI and communicates with the Service.
