how to create one on one chat in c#?

Good day to all, i am a newbie in computer programming i just want to know how to create one on one chat in c#. I've search for it on the internet but i could not find one, instead all i found is the broadcast form of chat. how can i make a server less one on one chat application in c# and not the broadcast one? hope someone can help me here.

If your solution is "server less:" then what is the link (hardware ? software ? via Internet ?) ... or the communication protocol ... between the two computers ?
