Folder Protection using c#

hi,
i want to lock a folder, contains an encrypted video file. Along with this i want to play this file using windows application. But no one can copy or cut this file while playing. Is there any method to develop this?
please help me

My question here is that if the folder is locked then how will you be able to access the file. Because if the file is being executed it itself goes into the read only mode and the same can't be deleted or moved.
