I am not certain if I understand what you mean. There are database systems that allow distributing a database over multiple servers. You do this by their respective administrative tools.

If you are thinking of writing some software that does the clustering between multiple database server which are unaware of each other: Yes, that's possible, but it's a major undertaking. I once was involved in such a project and it took several man-years. So I would not recommend that approach if you are not really certain that you want such a custom solution.
