Connection Manager API

I am new to the Connection Manager API and I am not sure if I am missing something. Does the Connection Manager offer the ability to create a GPRS connection, or merely to connect to an established one ? We have a customer with several devices and they would like us to build an application that can set up the connections based on an xml file containing the necessary settings. Is this possible ?
