How to create a Dragdrop Custom Stackpanel Application

Hi,
I want to create an application in which I can dragdrop an element at any place in the Stackpanel.I want to create application like WPF Designer window using Stackpanel.I should able to select element and drop it wherever I want(Custom Workspace)..Please give some guidlines.....
