WPF is normally a Window application that has not anything to do with web development. You can however use the webbrowser in a WPF application.

ASP.NET is a web browser technology, and is not used to develop Windows application outside webbrowsers (Internet explorer, Firefox, Chrome etc.)

So the question is, what are you trying to develop?
